$1.6 Billion on 'Spin' and Bush's approval is still dropping

The Bush Administration spent $1.4 billion in taxpayer dollars on 137 contracts with advertising agencies over the past two-and-a-half years, according to a Government Accountability Office report released by House Democrats today.
Sad thing is ... with all that money spent, his approval ratings keep going down, according to this Wall Street Journal Report Poll:
Mr. Bush's ratings are now 40% positive, down from a positive rating of 43% in January, and 58% negative, up from 56% negative.
